How the Homeowners’ Association Operates

SaddleBrooke Homeowners’ Association No. 2 (SBHOA2) operates under the direction of a seven-member Board of Directors elected by the homeowners. The Board sets policy, provides financial oversight, and guides the long-term direction of the association. A Chief Operating Officer (COO) manages day-to-day operations and reports directly to the Board. Department heads report to the COO and General Manager.
 

Board Leadership and Terms

Homeowners elect the seven directors to staggered three-year terms. Each January, the Board selects its officers from among those elected directors, including the President, Vice President, Secretary, Treasurer, Assistant Treasurer, and two Directors.

Board Responsibilities

The Board holds ultimate responsibility for the association’s financial health and overall governance. It uses the Strategic Plan to guide short-term and long-range planning, contain costs, and reserve funds for future repairs and maintenance of roads and facilities. Its primary objective is to ensure that the SaddleBrooke lifestyle continues to flourish.
The Board also governs the association’s CC&Rs, Bylaws, Rules and Regulations, and board-assigned committees. It approves updates as needed to reflect homeowner interests, operational needs, and legislative changes. In rare cases, the Board also hears homeowner appeals of decisions made by advisory committees.

 

Facilities, Operations, and Resident Services

The Board oversees three major facilities; MountainView, DesertView, and The Preserve, as well as two restaurants, two golf courses, a theater, swimming pools, pickleball courts, tennis courts, and other recreational amenities.
Operations staff keep these facilities, services, and activities running. Staff plan and operate events, maintain amenities, golf courses, and common areas, schedule and support more than 200 clubs and hobby groups, and operate the SBHOA2 Patrol.

 

Committees and Homeowner Involvement

The Board authorizes standing committees made up of homeowner volunteers who advise the Board on a wide range of issues and activities important to SBHOA2 and its members. The Board approves committee charters and memberships as part of that oversight.
 

Villas Governance

The Villas—Units 35, 35A, and 50—remain part of SBHOA2, but a separate five-member Board governs their specific responsibilities. Villa homeowners pay annual SBHOA2 dues in addition to monthly Villa dues, which primarily cover landscape maintenance and exterior upkeep. A contracted management company manages Villa operations.
 

Transition to Homeowner Control

SBHOA2 transitioned from developer control under Robson Communities, Inc. on January 1, 2018, and now operates under full homeowner governance and control. At buildout, HOA2 will include approximately 3,300 homes.
